The Malaysian government has approved a domestic travel bubble programme involving green zones, said Senior Minister Ismail Sabri Yaakob as he announced that the conditional activity control order (CMCO) is defined to be lifted in four states.
In his press meeting on Friday (Nov 20), the minister said the National Security Council (NSC) has decided to end the CMCO in Johor, Kedah, Melaka and Terengganu, apart from a few districts.
This followed a downward trend in new COVID-19 cases recorded and risk assessments by the Ministry of Health and wellbeing, he said.
"Since Nov 5, a complete of 82 positive conditions have already been recorded in the complete point out of Johor. But until Nov 16, there is a lowering of dynamic conditions, and Johor is available to be in order regarding the distributed of COVID-19 cases.
"Aside from Kota Tinggi and Mersing districts, that have 36 and eight active situations respectively," Mr Ismail Sabri explained.
Malaysia had earlier eased in to the RMCO period on Jun 10, with most economic activities permitted to resume.
CMCO was reinstated in all but four states found in mid-October after a good dramatic surge found in COVID-19 cases. The four states had been Kelantan, Perlis, Pahang and Sarawak.
Under this second CMCO, inter-state and inter-district travelling within states are restricted so that you can decrease the general public’s movement. Interpersonal activities are as well discouraged.
On the other hand, Mr Ismail Sabri announced in Friday that Kelantan will be placed less than CMCO from Saturday onwards following a surge of cases.
"The complete Kelantan will be located under CMCO for 14 days from Nov 21 till Dec 6," he said.

Under the programme, persons from green zones can happen to be other zones marked green beginning Sunday.
No law enforcement permit is required for inter-district travel within green states and inter-state travel in one green talk about to a neighbouring green status.
However, those who have to pass through states less than CMCO to access another green area would need a police permit, the minister explained.
A green zone is an area with no brand-new COVID-19 cases in the span of two weeks.
The CMCO is defined to be in effect until Dec 6, as the RMCO was earlier extended until Dec 31.
On Wednesday, Malaysian King Al-Sutan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah agreed to declare circumstances of crisis in the parliamentary constituency of Batu Sapi in Sabah to postpone it’s upcoming by-election, that was at first scheduled for Dec 5.
