North Korean leader Kim Jong Un opened up its first ruling party congress in five years with an admission of policy failures and a vow to construct latest developmental goals, state media reported over Wednesday (Jan 6).

The rare Workers' Party congress, which Kim previous hosted in 2016, has drawn international attention as he's expected to unveil a new five-year monetary plan and address foreign policy, just fourteen days before US President-elect Joe Biden takes office.

The congress opened on Tuesday in the administrative centre, with a large number of delegates and observers in attendance, the state Korean Central News Agency (KCNA) reported.

In his starting speech, Kim said the country had achieved a "miraculous victory" by bolstering its power and global prestige because the last meeting, discussing armed service advances that culminated in successful tests in 2017 of intercontinental ballistic missiles with the capacity of striking the US mainland.

But the five-year monetary strategy he set forth in 2016 “weren't met in virtually all areas to a great extent”. Kim said North Korea “should never repeat the painful lessons", regarding to KCNA.

North Korea offers said it will lay out a fresh five-year development plan in the ongoing congress.

North Korea has not officially confirmed any coronavirus conditions, although it reported thousands of "suspected circumstances" to the World Wellbeing Organization.
