Raheem Sterling, Bukayo Saka, John Stones, Keiran Trippier and Kalvin Philipps were recalled to the England line-up after the loss to Hungary.
The Germans, meanwhile, made a host of change as well, with Ilkay Gundogan, Kai Havertz and Jamal Musiala among seven changes from coach Hansi Flick. Gareth Southgate was forced to make a change 14 minutes into the contest as Philipps hobbled off with an injury, although he was able to call on highly-rated Jude Bellingham.
The Germans had the ball in the back of the net on 23 minutes when Jonas Hofmann ran through on goal to slot past Jordan Pickford, but the strike was ruled out for offside by the Video Assistant Referee.
The home side were in control for most of the first half but they were constantly let down by their decision-making in the final third.
After having a goal disallowed in the first half, Hoffman was not to be denied five minutes after the halftime when he collected a pass from Joshua Kimmich before rifling the ball beyond Pickford.
Southgate waited until the 72nd minute to make a change as Jack Grealish replaced Mason Mount, after Germany had introduced Timo Werner and Serge Gnabry a few minutes earlier.
England went agonisingly close to pulling themselves level a few minutes later when Saka picked out Harry Kane at the far post, but Manuel Neuer got his across his line to make a superb block.
The Three Lions were given a lifeline in the 86th minute after being a penalty when the Video Assistant Referee spotted Nico Schlotterbeck's foul on Kane, who stepped up and slotted home the equaliser and his 50th goal for the nation.
